Hi Phillip,
Unfortunately, to get to the inner tie rods, you're going to have to basically tear your entire motor apart. Also, if you blew out the rods, you probably managed to damage a lot of other important inner engine components, so rebuilding your engine is what you're likely going to have to do. Here's what you can expect to pay on average:
Parts= $470-$680 depending on the quality of the rebuild kit.
Labor= 1-2 days $200-$450 depending on the shop's hourly rate and the skill of the mechanic.
Total= $670-$1,130+
